Objectives:

  • To broaden and enhance access of the National University of Timor Leste to educational materials and improve information/knowledge flow between Timor Leste and other Asian countries by connecting the university to the regional ICT networks.
  • To activate regular South-South and South-South-North cooperation between Timor Leste and other countries in Asia, particularly in Southeast Asia.
  • To build SOI-Asia Distance Learning Platform at National University of Timor Leste (UNTL).
  • To create a mechanism for sharing of knowledge and expertise with SOI and NREN members via ICT network.

Background

Timor Leste, as the youngest and one of the least developed countries in Asia and the Pacific, urgently needs to improve the capacity of its local human resources. This project responds to that need by coordinating Information and Communication Technology networks in Asia to share knowledge and expertise with the National University of Timor Leste in developing and disseminating e-learning materials and tools, and in using existing educational and teaching materials for human resource development.

National University of Timor Leste (UNTL), which was previously known as UNTIM (Universitas Timor-Timur) during the period 1986 – 1998, is the only state university in Timor Leste. Located at the center of Dili, the capital city of Timor Leste, the University started to operate on 17 November 2000, soon after the independence of Timor Leste. Currently, UNTL has the total of 15.000 students registered.

UNESCO, together with SOI Asia, encourages UNTL to join SOI Asia Distance Learning Community. By joining this community, there are many benefits for UNTL to improve its Human Resource Development. The latest site survey undertaken by UNESCO and SOI ASIA showed that UNTL possesses a great potential of human resources but a lack of facilities. The aim of this project is to improve the capacity building of UNTL students and lecturer by taking advantage of the opportunity to use SOI Asia distance learning platform to share knowledge with all Asian universities and education institutions.
